Dallas Municipal Code Chapter 50 Regulations
The City of Dallas was among the first Texas municipalities to establish a local regulatory framework for Credit Access Businesses (CABs) to protect consumers from continuous debt cycles.
- Income-Based Loan Caps: Single-installment loans cannot exceed 20% of the applicant’s gross monthly income. Installment loans cannot exceed 20% of monthly income per installment.
- Mandatory Principal Reduction: Every renewal or rollover requires a minimum 25% principal paydown of the original loan balance.
- Renewal Limits: Single-payment loans may be renewed a maximum of 3 times.
- Dallas Registration & Record Keeping: All CABs operating in Dallas must maintain active city registration and maintain verifiable transaction logs subject to municipal inspection.
